MRS. HELEN OMOLANKE TAIWO- Executive Director (Operations)

HELEN OMOLANKE TAIWO is a certified Engineer with over thirty (30) years ample experience in project planning, administration and management with bias for drainage and watershed management, with competence in project management areas, such as negotiation, supervision and team leadership as well as engineering contract administration and project planning.

Presently she is working on reforming the water sector, with a view to produce a sustainable sector that is capable of meeting the demands of a rapidly growing population
of the State.


She started her career as a Civil Engineer with the Lagos State Government in 1999, where she worked with various Civil Engineers on several key Government projects where she was responsible for the supervision of World Bank Assisted Drainage Projects in the State. She manages the repair, maintenance and construction of public Infrastructure, supervise renovations and maintenance of the State’s asset. She prepares cost estimates for materials, equipment and labour to determine a project’s economic feasibility.


Compile, submit permit applications to local, State and federal agencies, verifying that projects comply with various regulations.
In August, 2019, she was appointed as the Director, Water Resources Department, Office of Drainage Services and Water Resources, Lagos State Ministry of the Environment and Water Resources. She was tasked with revitalizing the Water sector, Liaising with the Ogun-Osun River Basin development Authority (OORBDA) on the activities around the management of Oyan Dam that helps Lagos State through Ministry of the Environment and Water resources prepare for flood occurrences, also with the Nigerian Metrological Agency (NImet) and the collaboration led to achieving the installation of 3 (Nos.) Automatic Weather Stations (AWOs) with a state of the art control center in the State, which helps to establish flood data bank for future analysis, design and forecast for proactive measures. Further collaboration was with the NIHSA, Federal Ministry of Water Resources andDevelopment Partners (WaterAid UK, WaterAid Nigeria etc).

She championed the reviewed of the State’s water, Sanitation and Hygiene (WASH) policy which awaits the Governor’s ratification.
Prior to her appointment as the Director (Water Resources) in the Ministry of the Environment and Water Resources, she was the Director (Engineering Services) of the Lagos State Infrastructure Asset Management Agency (LASIAMA), where she oversees the smooth running and maintenance of the health, schools and courts facilities. She took up the responsibility of a General Manager for about Three weeks before the appointment of a new one


Due to the wealth of experience gained in Asset Management and the Water Sector, coupled with her impressive track record and core diligence, she was recently appointed by His Excellency the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu as the Executive Director (Operations) in Lagos Water Corporation.

HELEN OMOLANKE TAIWO is a graduate of Ondo State University, Ado-Ekiti. She holds a degree in B (Eng.) in Civil Engineering and also MSc. in Water Resources & Environmental Engineering from the University of Lagos, Akoka.


She is presently, the Vice Chairman of Nigerian Institution of Environmental Engineers (Lagos Chapter) and also a Fellow of the Nigerian Institution of Environmental Engineers (FINEE). Furthermore she holds membership in several engineering Association such as

 Nigerian Society of Engineers (NSE)
 Member, American Society of Civil Engineers (ASCN)
 International Water Association (IWA)
